It's really close. I think it's not that bad with these effective stack sizes.

Because he is a short stack I prefer bigger flop and turn bet, so we don't have to overbet the river.

Questionable. I don't think a huge fish is gonna bluff you on this river, but he can have some funky two pair or something like that. I'd check hoping for a check back but would pay him off if he bets a nonsense amount
