I think pre fold. bb is a nit, cold 4bet is very powerful. I don't like the 4bet call oop. After the flop it's good.

+1 depends on how many hand do you have of villain. If those stats are from 500+ hands, I'd fold too... if he never 4-bets and right now cold-4bets you in a spot where he could get into real trouble against button.

It's btn vs sb vs bb so the ranges are lighten up. I play something like 18-24/16-22/7-10 usually but if the btn steal is over 30-35% and the hero resteal is over 15% I would make that cold 4bet with a wide range, because it seems sooooo strong, and my image is solid. So it also depends on our and the btn's image also imho.
