So here's the whole line. PF I_ should raise at least 3 bbs but what about the following streets?

Villain plays 79/1, his agressions: 21/30/50

$0.05/$0.10 No Limit Holdem
OnGame
4 Players
Hand Conversion Powered by weaktight.com (http://weaktight.com/)

Stacks:
CO artekm80 ($7.56)
BTN slevEn92 ($11.63)
SB andrei_s0me1 ($17.77)
BB Hero ($13.31)

Pre-Flop: ($0.15, 4 players) Hero is BB :7c: :9c:
1 fold, slevEn92 calls $0.10, 1 fold, Hero checks

Flop: :kc: :2c: :9d: ($0.25, 2 players)
Hero bets $0.20, slevEn92 calls $0.20

Turn: :ac: ($0.65, 2 players)
Hero bets $0.45, slevEn92 raises to $0.90, Hero calls $0.45

River: :th: ($2.45, 2 players)
Hero checks, slevEn92 goes all-in $10.43, Hero folds

Final Pot: $2.45

slevEn92 wins $12.76 (net +$1.13)

Hero lost $1.20

I think the flop donk into a limped pot is okay with 2nd pair+fd. Should I raise the turn? And can the call be +EV in sight of his huge river agression?

maybe 3bet/call on turn, but I never fold on river against this player....

Yep, 3bet the turn, he might have some kind of 2pair, and he's a big donk, so you might stack him off.
So 3bet-call ott. And I would bet-call the river.
C/f is ok, but I would call even an overbet if he's such an aggromonkey:)
