well on this river there isnt more value in bet and if u check he wont bet a worse hand for value. u have to choose between cf (its the best against a straightforward villain)and a blocking bet with the intention of folding to a raise---sometimes this "blocking bet" could work as a thin valuebet against a huge station.
he does not seems to b an aggro player so i think u dont have to be afraid being floated by him if u check. i personally hate these type of situations cause i always think he will float me and my way of playing will be too transparent after just checkfolding so i usually betfold these spots-and burn the money:)... but i have to add that villain must be a gud player (to verify my thought process) who turns his made hand(usually tp type hand) into bluff when he realizes its not enough to showdown.
anyway, without history i vote to check-fold:(

I think c/f is better than bet/fold (11-12$).

He is very passive and this river completes all draw (straight and flush too).

I would bet/fold the river. This is a clear value bet. IMO check/fold is really bad, especially if we take into account villain's river bet size.

Villain bet $7 on the river so we have to call $7 in a $33.5 pot. This means that we should call as the odds we are getting from the pot are really tempting.
