i think its a clear valuebet since he is so loose and seems bad plus its blind v blind. but if he raises ur bet u are just a bluffcatcher but u have the king of clubs as nutblocker so he cant have the nuts. knowing this and his high rvr aggression(obv he cant have the nuts all the time when going crazy on river) betcall may be reasonable but i would vote a crying fold if get raised here... certainly it depends on history too.

I preferred 2 solution:

1. Bet/fold 15-16$
or
2. Bet/call 10-11$

I think, if we bet big, he will rarely bluff us. But he has higher river agression, so if we bet small, sometimes he will reraise with some weaker hands (2pair/set?) or (semi)bluff (ex: Qcx, QJc, etc.)
