I think it pretty much depends on what do you think about the villain. You wrote that hes 39/3 and that is considered quite a fishy player. Also an aggression factor of 2.7 means that he is capable of doing silly stuff - probably without the best hand.

Considering these factors, and thinking about the fact that he can do a checkrasie on the flop with numerous flushdraws and lower Queens I would try to raise the flop. I would raise a number which would allow me to shove the turn. Imo we are too deep to just go allin over a 600 raise. Raise to ~ 1.5-1.8K instead and let him fall into the illusion that he still has some fold equity.

The timing of his check/raise is important too. If he instachecks flop and instaraises after u bet it usually means that he has a draw. With a strong hand like a set he would think a lot more about how could he extract the most value out of u. Yes hes a fish and he may decide that minbetting is the best way, but still he would take the time and think.
