i dont think he called pre 99 or AA despite if being soo passive pre. more likely 44 or 33 that he cant fold on flop and turned into smaller set on turn or river. but in this case i think on turn he would folde33(or he is a fanatic setminer:)), so there is just 44 (3 combos) that goes for value and you beat. and there always is some chance he want you to get out of the pot(but this betsizing??). in other case he has 2 pair, ie random Axs. i would call this, maybe cooler but anyway, crazy play...

Why didn't you raise preflop?
Easy call on the river, most likely he had 2 pairs but a complete air type of hand is possible as well :)

I think is a fold.

He is very passive, but his river c/r is high. So he will call any draws flop-turn and if he catch his card ---> c/r.
Furthermore if he likes l/r preflop he has 99 or AA and he will slowplay them flop and turn.
